The reason that people stand on public property/street corners waiving signs (protected free speech) is to avoid compliance with regs re: stationary signs. This is a stationary sign so illegal on public land.

I would be surprised if it did not require a City permit. This device has obstruction,impediment,safety and hazard issues.
