										<content:encoded><![CDATA[<p>A 14-year-old young girl from St. Anthony has been seriously injured in a crash on Sunday after a car struck her while she was riding her bicycle in New Brighton. Minnesota State Patrol said the driver of the car has been identified as Ray Widstrand, a 28-year-old man formally from St. Paul&#8217;s East Side.</p>

<p>Widstrand now lives in New Brighton and he was the victim of a highly publicized mob attack back on August 4, 2013. This mob attack on Widstrand was orchestrated by a group of teenagers, and shortly after the attack, he left the area and moved to New Brighton to start a new life. The Minnesota State Patrol said that Widstrand was driving on South Silver Lake Road, which is when he struck the 14-year-old girl on her bicycle, who was later identified as Aeris Ewing. Widstrand struck the girl as he was trying to turn left onto the eastbound entrance ramp to I-694. At the time of the accident, Ewing was in the crosswalk, and currently who had the right of way is not known. Who had the right of way is part of the ongoing investigation that is now going on, according to State Patrol spokeswoman Lt. Tiffani Nielson.</p>
<p>Ewing was taken to Children&#8217;s Hospital after the accident and it is not known her condition at the moment, but Widstrand was not hurt in the accident. The police also said that there was no detection of alcohol at the time of the crash. Widstrand has been involved in other incidents in the past, and in the spring he was in Ramsey County District Court for sentencing involving a 17-year-old that had thrown a punch at him the night the mob attack happened. That first punch thrown by the 17-year-old lead to a brutal attack on Widstrand, which left him with physical and mental damage, and he also has a skull fracture as a result of the attack. At the time it had been reported Widstrand had a restricted driver&#8217;s license, only worked for 4-hours a day where he previously worked at a public-access television station. Widstrand back then said that he had hoped to soon be resuming 8-hour work schedules, which he said he hoped would happen by the fall. It was not known at the time what was holding him up as far as resuming a regular work schedule, although it likely had to do with the injuries he suffered the night of the mob attack, which did leave him with some pretty severe injuries that will last for the rest of his life.</p>
<p>At the time of this accident involving the 14-year-old girl, it was not immediately clear whether or not Widstrand still had a restricted driver&#8217;s license and it is not known if he is currently working, and if so, where he is currently working. There has not been any further information available on Ewing, as far as whether or not she was wearing her bicycle helmet or whether or not she had any protective gear on. It was also not known at the time whether or not investigators were able to speak to the girl yet to get her side of the story, since her condition has not been updated since the crash, and that means the girl might or might not be in the condition to talk to investigators about what led up to the accident. There has not been any word on her condition since the initial report of her being transported to Children&#8217;s Hospital, so it&#8217;s not clear whether her injuries were life-threatening or whether she just sustained bruises or broken bones as a result of the accident. The girl&#8217;s family also has not come out to say whether or not the police have been able to talk to her and also have not given an update on her condition. As part of the settlement, you will be able to get your money back if you had any credit or debit card information stolen, which resulted in you suffering a financial loss, such as stolen identity or charges on your card that was unauthorized.</p>
<p>Target is mostly going to process the claims using an online application through a secure website, although the consumers who choose to can still file by regular mail, although there might be a different deadline for the separate types of filing options. Target also said that consumers will need to show some sort of proof that their financial information was stolen as a result of the data breach, such as credit card bills that show unauthorized charges or something similar. So if you cannot provide any proof or documents supporting you were a victim in this case, you will not be awarded any of the settlement money. Consumers who can show proof can get up to $10,000 for their troubles, but the form is a two-page form and asks some fairly specific questions relating to the 2013 data breach.</p>
<p>Target has settled this lawsuit because the company feels that it will save them further expense and inconvenience, and also it has become a distraction for the company. It was estimated that up to 40 million customers of Target were impacted in the 2013 data breach, which stemmed from personal credit card information being stolen by hackers who got into the point-of-sale computer terminal. There was also another 70 million people that had just their personal information possibility stolen as part of this hack, which means over 110 million people could be affected by the breach.</p>
<p>Target has previously tried to get the case thrown out of court, but with over 114 people joining the lawsuit, the judge felt that there was enough conclusive proof to move forward in this case. Some of the plaintiffs in this case have filed documentation that proves their information was stolen, including credit card information, which led to account problems and closures, and also resulted in the inability to pay bills on time. Target finally realized that it is better to just agree to the settlement and move on instead of trying to fight this case, especially since the plaintiffs have proof of the negative impact of the data breach. It&#8217;s also a better move for Target because the company is in the middle of layoffs and a re-branding process, so it&#8217;s better to get this over with now as opposed to fight this in court for years to come, which gets fairly expensive.</p>
<p>At this point, the settlement still is in the finalizing states, which means it&#8217;s not clear yet when the consumers will need to file their claim form by. 										<content:encoded><![CDATA[<p>Wade Rio Wutschke, a 55-year-old former massage therapist is in trouble with the law again, facing a new criminal charge of sexual conduct with a client.</p>
<p>This is not the first time this Roseville massage therapist has been charged with a crime stemming from fondling and inappropriately touching clients, and it&#8217;s not his second time either. In November 2014, Wutschke was convicted of criminal sexual conduct for a fondling incident that occurred in July 2014. At that time, he owned Tropical Treat Massage, which was in St. Anthony, and the city then decided to revoke his license after the conviction.</p>
<p>Wutschke also was charged with fondling a woman&#8217;s genitalia during a 2012 incident in Ramsey County when he worked at Massage Envy. Wutschke was charged in January 2015 for this alleged crime, but he has not plead guilty or had his day in court yet for this offense, so the case is still pending a resolution.</p>
<p>The latest charge was filed on March 11, with the incident allegedly occurring to a 54-year-old woman who was a client at the Roseville Spa. The woman said Wutschke touched her inappropriately in 2012 during her time at the massage spa, but it&#8217;s unclear why the woman is just now coming forward with this allegation.</p>
<p>Although two out of the three cases have not had a resolution yet, either a conviction or finding of not guilty, it does show a pattern of behavior that is often seen in these types of sexual assault cases. Wutschke deserves his day in court as everyone else does and he is presumed innocent until guilty, but the various charges against him seems to indicate there might even be more victims out there that may have been fondled or touched inappropriately during a normal massage.</p>
<p>Cases like this have to be treated very seriously because this could be seen as a pattern of behavior that could lead to someone committing even worse crimes in the future, such as rape. Massage parlors already get a bad reputation due to the various sexual acts that go on there, and this type of reputation might led to women feeling like they can&#8217;t come forward when an inappropriate act occurs that they are not consenting to. 										<content:encoded><![CDATA[<p>The Environmental Protection Agency has ruled that regulations prohibiting the use of wood-burning stoves can move forward, which is directly hitting residents of Minnesota right in the wallet. Some lawmakers within the state of Minnesota are angry, claiming that these new regulations banning wood-burning stoves will directly harm lower-income residents.</p>
<p>Both Minnesota and Wisconsin are fighting back against the new EPA regulations, going along with Michigan and Missouri who have already decided to bar all environmental agencies from enforcing the new regulations. Other states also are fighting back by trying to get legislation passed to ban the EPA standards, while some states are saying the EPA standards aren&#8217;t going far enough. The EPA claims that the smoke causes particles to build up in the lungs, which creates wheezing and coughing, although wood heaters and stoves have been in homes for over 60 years without much incident.</p>
<p>The lawmakers in Minnesota see this as a personal attack on residents due to how many homes still use wood heaters during the often bitterly cold winters, with some residents not being able to afford the newer types of heaters that claim to be eco-friendly. These new EPA regulations would not force anyone who has a wood-burning heater to get rid of it, so the EPA claims, but instead would just make it so that you wouldn&#8217;t be able to purchase a new one if the old one goes out.</p>
<p>There is also the issue of whether or not repairmen would be able to repair a wood-burning heater that has broken down or if this would also be against the new regulations. These regulations would basically phase out the use of wood heaters within 5 years, which puts the older people in the state at risk since they are often the group that lacks the resources to get these types of issues taken care of.
